No. But as they say, it doesn't make sense to do it this time around. The current Valor Items are not converting to Justice Items, as they used to do on every patch, but instead have their value reduced by 50% (for 5.0 Valor Items) or 25% (for 5.1 Valor Items).
Also I got a confirmation about the Elder Charms:
